Weird, above 40mph a fan, generally speaking, has no effect on cooling because the airflow should be enough to cool alone. the fact that it cools once down to 30mph rules out viscous fan failure......

Your comp readings seem ok so no need for a wet test (yes that's when you put a bit of oil in then do another test). Do you have the s13 service manual? That has fault finding procedures and tests....
