Could do as the rotor is used there will be a lip and shoes will only contact that and not the full surface. Would need a skim. Not a big issue if a few mm of shoe doesn't contact the drum.
You only need to move it far enough to get the pads in. Though it could result in the pad on the wide side not being very well supported by caliper frame when worn.
How thick is the disc
How wide is the disc slot in the caliper?
How wide is the pad aperture?
How thick are the pads and backing plates?
