lol if in doubt, cut it out! If you leave the rust untreated it will gradually get worse! Best thing to do is cut it out and weld in new sills then treat it with waxoyl or similar and then get ur skirts on! Job done!

I would only cut out if its rotten and easy to push through

    Otherwise...
wire brush on a drill to remove as much surface rust
Then use Bilt Chamber DeoxC gel to treat rusted metal
Then zinc oxide primer (the zinc oxide is the anti rust coating as the zinc will corrode more readily than steel)
    Then paint
    Then waxoyl or seal

Bit long winded but its a must

Check Petrol's restoration thread that's where I picked this up from

Just finished de-rusting mine. My sills were knackered so I had brand new ones fabricated and welded in
As for the rest, I used a mixture of deox del and Krust. Then anti-rust primer with an under sealer that contains waxoyl. Always get the surface rust off as much as poss first. I've done the entire under side of mine including arches and it took ages... well worth it.

As mentioned, Pertrol's thread is well worth checking out
