Strange.. only thing I can think of is exhaust leak?

What timing do u mean? Maybe exhaust leak...no air goes from hose to actuator,if i open boost controller a little actuator start working and it makes 0.3 0.4

Problem solved,i have it since octomber or november 2016...i use T25 actuator and i had done it badly and actuator did not pull enough wastegate arm and it has a louft,may be it was stay a little bit open so i just make actuator to pulls a little westgate arm.Thanks again for helping me.
