T28 is generally used because it will bolt on with minimal modifications. A T3 would require a new flange to be welded to the original manifold (or a custom manifold to be made), a new downpipe and custom oil/water lines...
The T28 from the S14 is a much better turbo than the T3 fitted to the Escort RS turbo... Just because its a T3 doesn't necessarily mean that it will be capable of flowing more air, it depends on the A/R of the housings and the wheels fitted.

thanks ben, i just wondered why a smaller engined car had a bigger turbo than us? i gathered more work was involeved for anything other than a T28, whats the biggest turbo anyone has used here on a S13?

TD06-20g housed out to a 25G thus creating a TD06-25G (which Richie is running) lots of lag but seeeeerious power. I know, cos ive been in it!, Quick aint the word! 613hp
big power dont come cheap though, especially if you want it to hold together

Cos T3s are a bitch to fit on a 200sx!
T28s bolt sraight on and spool up quicker

they aint giving you THAT much more power anyway, much more cost effective to bung ona T28. ether S14 or GTiR or a combo of the 2
then all you gotta do is rotate the core to line up the water/oil feed pipes
